In my prime, I monitored and enforced a Fire prevention program for the United States Navy. As a Petty Officer, I conducted and coordinated fire protection protocols mandated during Naval operations. I currently provide Fire, Life and Safety to hotels and public buildings ensuring compliance of the FDNY code. Lastly, I look forward to providing the highest caliber of Construction Safety Professionals to New York for many years to come.

 
 
 
 

Justin Roche

Vice President

For the past 11 years I’ve covered various MTA projects under many titles. I started as an Asbestos Project monitor doing air sampling on abatement projects and later took on another role as a Lead inspector. From subway work to bridges I oversaw Lead abatement on small and large scales from power tool cleaning in 3Ps to full containments on blast jobs. After 5 years of covering Environmental work I realized that the common aspect of both would bring me to what I do now; SAFETY. As a Safety Engineer for 6 years, I’ve worked with a variety of Contractors such as J-Track, TC Electric, Citnalta, TAP Electric, Judlau, EE Cruz, Walsh and Schiavone to name a few. Station restoration, Signal modernization, Track replacement, Platform rehabilitation, Elevator installations, Train Yard reconstruction and ADA compliance is a small piece of the work I’ve covered. Working on many different projects has helped me grow and gain knowledge of the ins and outs of MTA Safety. From start to completion, I look foward to sharing this first hand knowledge and experience with you.

Willard Roche

Chief Operating officer

I began my Construction career as an Asbestos Handler Supervisor for various Contractors on NY/NJ Port Authority, Metro North, NYC School Construction Authority and U.S. Military facilities during a 13-year span. I followed this with 17 years as an MTA NYCT Capital Management EIC overseeing approximately 6 Billion dollars of Capital Construction projects in various disciplines including but not limited to Environmental, Structural, Track/Signal repair, Station Rehabilitations, ADA Elevator/Escalator compliance and Electrical modernization. After retirement, I’ve worked with various Contractors under the MTA umbrella as a Safety Engineer/ Supervisor for the past 5 years. The experience gained from working in both the public and private sector, especially within the management structure of CPM, will give your company an exclusive advantage when working with the MTA. I look forward to sharing my knowledge, but more importantly, working with your company to ensure a safe and compliant environment on you project.
